HELP ME

OK GUY HERE IT GOES.I HAVE A NON TURBO THAT I TURBO.WHEN U HOLD THE IT AT 3000RPM ITS UP AND DOWN?WHEN I BOOST ITS ALL OVER..HITS 15PSI THNE 20PSI I HAVE MBC AND ITS CLOESD?I HOOK IT UP TOO THE BOV..WHEN THERE IS NO MBC ITS AT 12PSI.ALSO AT IDEL ITS 750 AND THEN 500PRM THEN GOES BACK TOO IDLE.WHEN U TURN FAN OR LIGHTS THE IDLE LIKE ASS..COULD SOMEONE HELP.
