I'm posting this for my gf.
She has a 2004 Chrysler Sebring Limited and whenever it rains, when you apply the brakes, the car won't begin to slowdown for a second or 2. I have driven the car and I can verify this.

When it's dry out, the brakes work great!

She had new rotors put on about a year ago, and she's pretty sure she had the pads changed at the same time.

What the heck could cause the brakes to delay when wet?

This is caused by really "CHEAP" brake pads. I'm talking china quality for $15 a set. Probably a very high organic compound with little to no metal content.
