Not ideling high when cold

Hey guys, when I first got my car it idled high then got lower when the engine warmed up. Now it just constantly stays at a lower rpm though out all operating temperatures. Even when it’s been sitting for long periods of time and the engine is cold. Is there something wrong and what do you think it may be.

how low is it? i noticed this weather change has changed my idle patterns alot. mostly for the better though.

Apparently when you start your engine (cold) it should run @ 1800-2000rpm then slowly dropping to when the car warms up to 800-900rpm.
But its reads 800-900rpm all the time, cold or warm.
