if you cleaned/lubed the upper window frame rails and it still slow/stuck then the problem is probly the lower rails inside the door.
I had the same problem and the found the lower rails that hold the rubber tracks had rusted and were squeezing the rubber rail. Pull the door cover off, pull the rubber out of the lower rail, and clean the crap out of there if its rusted bad. put the track back in, clean it, lube it and it should fix it.

Could be the power window motor. If the motor is worn out (bad brushes), then more power is required for it to just work normally. Sounds like that could be your problem.

QUICK FIX
Take any kind of tire shine spray product (the one that makes your tires look new and shiny again). Spray it down the rails and move the window up and down. This will make the window go up and down with ease. I have done this to cars with exactly your problem and its worked. YOu have nothing to lose Id try it.
