I am looking at doing my End clutches on the winter cruiser.
All I can find is IPT's "upgraded" kit.
Is Is there any other alternatives or cheap non performance kits that people know of?

Yeah, if you have DSMLink, contact BBender, he has some pretty good alternatives.

The IPT end clutch upgrade works pretty well actually, I run one, no issues.

I run the alto end clutch upgrade, which is, I think, the same as the IPT end clutch upgrade. Straightforward install and zero issues.
