This is some thing I should know but I find my self 2nd guessing my self ..
I had my hea assembled by a engine builder and picked it up a few days ago.. I was looking it over and noticed some of my rockets were " sloppy" loose .. So I pressed on them and my lifter compressed down with no resistance ... But the one beside it was rock hard ... Why are some of my lifters mushy and some hard .. ?
All the spare lifters I have are hard. Are the mushy ones shot ?

Generally, I find that properly bled lifters are squishy, but once they've been put in service (had pressurized oil flowing through them) they should stay hard. If it's fresh back from the machinist, I'm willing to bet they weren't properly bled (it's actually the rock hard ones that could give you as issue).
Bleeding them is really easy; plenty of videos/threads available for the process. The biggest pain is pulling them out with the cams in, so you might want to quickly pop the cams out to make life easy.
I'm guessing your spares were all pulled from engines after they had been used, so it's normal for them to be hard.

Yeah out of all the lifters 5 were soggy .. So much so I could pull the rocker off .. If that's normal I'll pull them all and make sure they all are blead before I bolt the head on the block .. Wish I could post the vid I took on here ..

When they're properly bled, they should have SOME give but not be sloppy. If you can pull a rocker off, then it definitely hasn't been bled (it's full of air and hence easy to squish).
I've never encountered it myself, but I have heard rumors of guys pulling their cams (allowing their lifters to fully extend), and then reinstalling without bleeding lifters, and bending valves on startup. The fully extended lifter won't let the valve close, and smack.
