Travis, you are absolutely right that a slack belt is dangerous. You should take this matter up with Transport Canada, they can force a recall by Chrysler. Go to http://www.tc.gc.ca/roadsafety/tp/tp2822/en/page4_e.htm and put in your report there. There is also a phone number 1-800-333-0510 if you have the time to be put on hold. By the way, the steel bracket that anchors the bottom of the belt can rust and the rough surface will then abrade the belt to the point where it can fail. My '93 had retraction problems; I remember taking the interior out to get to the recoil assembly but not what I did to solve the problem. Toronto 91 Talon AWD Passenger side flakey 10% - need to manually force belt to retract back. Drivers side ok most of the time. Both tend not to retract fully though. Hate those slamming doors on the buckle! Tried fixing - no way to.
1991 AWD - SOLD - 1996 - 2008. 2001 JB E39 M5 - NA torque below 2000rpm is niiice.

I have filed with Transport Canada, waiting for an investigator to get in contact with me, I however did fix mine, one day as I was driving, got pissed of, yanked on it, heard something snap and now fully retracts, im gonna rip it apart and have a look at it to see what got bummed up in their.

Well, the spring is a curved metal tape about 1m in length, which when wound on it's back side causes a spring effect. I haven't checked if the tape or the entire cartridge is available at Satan, but I doubt it. They probably replace the whole assemby - it would be worth a check though (Adam?)... I don't think the metal tape would be easily obtainable for the average person unless someone has connections in the steel rolling industry. If your belt won't budge like mine, you can take the spring cartrage apart, remove the torn piece and toss the broken part of the spring while you're at it. That's what I did and I now once again have a semi-functioning retractor, although it doesn't have the force it should.

Not sure if this helps because I've recently parted ways with my 92 Talon NT, however... Buckled: approx 1/2foot slack. Unbuckled, it will only retract with a little convincing.

Just had the buckle recall done. About 1 foot but it does lock when the brakes are applied and yes it has a mind of it's own when it comes to retracting. 1991 TSi FWD mint non rain car. 160K.

I don't know if it's the trouble you describe, but my seat belt rewind, but very slowly (both side).
If I don't watch it, I close the door on it.
I'm able to retract it enough to avoid to have slack when I drive...
I let my infos anyway.
