well looking at the emblem i can see it has green/white/red, so i'm guessing some sort of a european car fiat?

It's a Renault for sure, I knew that before looking at the Renault on the hub caps. As for the make its looks like a Clio, but an older one. Clio's came with many engine configuratins

It's a Ford Festiva 5! Very rare to see a five door one, though. That's right...5 door. A hatch counts as a door in Europe..not quite sure about North America.
