I would deck it. It will give a clean and flat surface for the H/G. Ive never sand blasted a head before I usually clean it with hot hi-prressure water

Rob, have it tanked and paint it with some high temp silver paint.
I use a rule of them that if there is 2 thou or less head warpage I leave it alone, just make sure to use the proper torque sequence and it will be fine. YOu also have to look and see if there any gasket marks on the metal. I do not suggest sandblasting it at all.

Make sure its an aluminum-safe tank. The tank I use will eat aluminum.
