There is a part that lives in front of the starter, it is circular and has a flange. On the right it is connected to a hose, on the left it is connected to a metal pipe that disappears under the car. What is this part?

No, the EGR mounts perpendicular to this part (I think). I thought it was the EGR and ordered a new one, but when I got it, it was wrong. This part hangs in space directly in front of the starter and is only attached by a hose and a pipe. And it's made of metal.

Not true the Neon motor isn't really the same as the 2G N/T Motor... the Avenger or Sebring would more. The 420a N/T motor is a Neon motor touched by Mitsu So they changed it around. Same blocks different heads, and the components are different.
1991 Eagle Talon TSi and thats all you need to know.
