What bracket is needed to put a 97-99 front bumper cover on a 1995 Talon TSI and where do you get the bracket? Also how do the side skirts come off and go on? Lastly for the high turbo wing from the 97-99 Eclipse's, how many holes is there to drill to install on a 95 talon?

You don't need a bracket to install a 97-99 Eclipse front bumper on a 95+ Talon, but you will need the 97-99 Eclipse headlights for it to fit (they have a slightly different shape).

I haven't taken off skirts myself, but from what I understand there are some bolts on the bottom, and they they are just clipped on (and there is some adhesive goo helping out). So I think you just undo a few bolts and then pull them off (someone correct me here if I'm wrong)

To install the 97-99 wing, you can either leave the old spoiler on there (doesn't look quite right in my opinion) or you have to remove the old spoiler and fill the holes. The new spoiler will need four new holes.
