Is there a visible difference between 17" and 18" rims / tires?

Has anyone actually tested this on the quarter mile?

I'm gonna assume you are talking rims.
Visible, sure. But that depends more on the style of rim than anything else. The bigger the rim/tire combo, the heavier it will be. Thats partly why lots of hard core drag guys run 16". The lower profile the sidewall, the worse it is for drag racing. Also with the lower profile tire the car rides alot harsher.

I was referring more to the torque : acceleration ratio, thats why this was in the General Technical Discussions

Ok, well then you need to explain your question a bit more.

Heavier rims will slow you down (unsprung, rotational weight), but as long as the rolling diameter stays the same, it will have no impact on performance (aside from weight)

Now if you were to change the rolling diameter you could improve top speed (larger diameter) or acceleration (smaller diameter).
