Based on the photos below, can anyone determine if this turbo is a FP-Big28 or a FP-T28/28?

The compressor housing has the following markings: "A/R .48 M24 <WL>". And the exhaust housing has ".49 N5S 46D H4".

Also, does anyone know if this could be a 17psi actuator, or stock 7 psi?
