Just out of curiosity, and because I'm too lazy to search, but WTF does a torque plate do?

Just out of curiosity, and because I'm too lazy to search, but WTF does a torque plate do? You bolt it to the block during honing to simulate the torque / stresses you'll have when the engine is all together.
