My horn doesn't work and I need it to in order to pass safety. I have an after market Momo steering wheel.
-the 15A horn fuse in the engine bay is fine
-the horn switch works fine

What voltage should the 'live' wire at the horn be carrying?

What can I do to narrow down the problem?
