Here is part #2 of my idle surge story,
#1 was cleaning the ISC, which helped but didnt fix it completely, then it gradually got worse and worse, until it was revving up to 2500 RPM when I was stopped at a light.
It also kept changing, sometimes 700, sometimes 1500, sometimes 2500, I was going nuts,
So luckily I had a FIAV sitting around, and some new caps for my ECU,
swapped the FIAV, put in new caps, idles like new and purrs like a kitten..

before I was getting black smoke, rough idle, misfiring.. etc.

The old caps were not leaking or anything, but I think its a good idea to replace caps at least once a year
