The chances of it being the MPI relay are slim.

If you have no CEL, it could be due to the following:

MPI FUSE
Burnt out CEL bulb
Failed ECU
Failed MPI Relay

Check them in that order.

Hurry up and fix it so Jay can prove to the mechanics if he's right or not, it's very important to him.
