Since Chrysler stopped dealing so much with Mitsu, can we call Mitsu "Satan" now?

It's normal to use a very thin layer of a sealant or gasket maker on the water pump to hold the gasket in place. If too much is used, if it's uneven, unclean surfaces or if care isn't taken to keep the gasket from folding, chances are it will leak. That being said, what I see in the pictures doesn't seem consistent with the use of RTV or sealant on any water pump change that I've ever done. Assuming the gasket is the black piece at the right of the first picture, by where the sealant is it seems like they over-torqued a bolt and broke the casting. I've never worked on a Lancer though!

OK I think I see a smaller gasket poking out there by the sealant. That's a hell of a lot of sealant if only to hold it in place!
