Sounds like it's seized. You'll kill the wheel bearing (of you haven't already done so) if it doesn't want to move. I haven't worked on one of these cars, but can't you pull off the whole hub with axle still in it? You might have to undo the tie rod, ball joint and whatever else is attached.
