So I spent a good chunk of time trying to figure this out, big thanks to Stephen for helping me out too.
GW wire is what feed power to this fuse, there is power going into the fuse block but no power coming out of it and I followed the wire from the block to the to the rheostat and see no splits.
So going to see if replacing the fuse block fixes the issue once I grab one.

The other thing I am struggling with is the path the wire takes. Like when does the split happen that powers the tail lights.
