Take the pump harness off.
Put you Meter on the terminals and move the float.
If it changes resistance then it is working.
If it doesn't then it's broken.
Did this today, readings are perfect. It's not the sending unit causing the problems. Going to attempt another cluster, hopefully the previous 2 just had the same issue.
