The MPI relay is just below the radio. It only powers the fuel pump while the engine is turning. The MPI is controlled by the ECM. So 2 reasons why you dont have power at the fuel pump is a burnt ECM or a faulty MPI relay. You can test for power and ground at the relay very easily. A tell tale sign of a faulty ECM is to see if the Check Engine light cycles on for a few seconds when you turn the key to the on position. Also if you are really in a bind you can remove the cover from the MPI and close the relay manually with your finger or some tape to turn on the pump.
